The bin is for the worthless material that is to be disposed of, be it the trash in our homes and the trash in our computer system. But sometimes, some worthy things are mistakenly sent to this trash, and this is the same with our computer system too; sometimes, we mistakenly delete important files and folders.

First, if you empty the Recycle Bin and by emptying it, you opt to recover the space on your hard drive; and second, as there is just a specific amount of space on the hard disk drive kept for the Recycle Bin, so the new files that are deleted will those files past that space limit, which will kick out the older files. This is also known as FIFO or “First In, First Out”.
